1. Check whether the SoftDog is connected well, trying to change other USB interfaces of the computer.
2. Detect if the RS232 interface is working well and whether the serial port is workable. Please try to use the computer with RS232 interface instead of the USB serial port.
3. Check whether the voter with ID1 is enabled and communication is accessible or not.
